Probably not on a regular basis, or at least aside from violations of the law.

Even if our government was using propaganda, It&#039;s not real effective.

There&#039;s a lot of people looking out for that sort of thing (affirmative action, anyone?) Even if it was done by the government, it&#039;d be controversial and I&#039;m sure a lot of peolpe would rally to get it changed.
